Public Finance Government Relations Transportation

For more than 30 years, Frannie has been practicing in the public finance group serving as bond counsel or underwriter’s counsel in a broad range of financing activities for governmental entities including school districts, municipalities, counties, and special purpose districts.

Frannie has served as bond counsel for more than half of school districts in the State of South Carolina.

Frannie serves as general counsel to the South Carolina Association of Governmental Organizations, a nonprofit corporation.

Frannie serves as general counsel to the Central Midlands Regional Transit Authority, in which capacity she has gained significant knowledge of Federal Transit Administration, the United States Department of Transportation, and the South Carolina Department of Transportation.

Frannie is a frequent presenter at conferences sponsored by the South Carolina Association of School Business Officials, the South Carolina Association of School Administrators, the South Carolina School Boards Association, and the South Carolina Government Finance Officers Association.
