Tom Martin regularly works with and represents cities and counties throughout the state on a wide range of local and municipal matters.

Overview

A significant portion of Tom’s work is in the general area of economic development, assisting state and local governments and private sector interests in major economic development projects. He has done significant, innovative work in developing and adapting state and local incentives to commercial and redevelopment work. He has represented business and industry in major construction and expansion projects and has assisted both governmental and private interests in “outside the box” adaptation of state and local tax and other incentives to foster development for each.

Tom served as the Anderson County attorney, through contract with Anderson County, from 1999 through 2008. He was appointed Oconee County attorney on January 6, 2009, and served in this capacity until November 2015.

Experience

  • Represented numerous (over 30) cities and counties across South Carolina in a wide range of administrative, regulatory, and economic development matters.
  • Represented national paper products manufacturer in a $180 million development project including greenfield construction.
  • Represented Fortune 500 company in four manufacturing plant expansions in four separate counties.
  • Represented national aerospace parts manufacturer in two separate expansions of one manufacturing facility.
  • Represented numerous local and national developers in industrial and commercial developments ranging from $5 million to well over $200 million, including stand-alone manufacturing facilities, redeveloped downtown commercial facilities, and major retail and commercial village or mall-type facilities.
  • Represented county and developer in incentive-based gateway commercial project.
  • Represented city and county governments and developer in the conversion of a downtown rail yard to a public open space.
