In an article published on Oct. 20, 2015, Turner Williams offers his opinion on the Alabama Department of Revenue's taxing authority on the trucking and railroad industries. The article details state agencies in Alabama, California and New York that have been "…actively setting or enforcing rules and regulations that will have a significant impact on rail carriers, truckers, drivers, developers of transportation infrastructure and others." Williams emphasizes, "A state can have an effect on transportation by taxing their local operations in the cities and counties." He goes on to state, "Our view is [the tax] is discriminatory because diesel tax is a diesel tax."
