Burr & Forman Defend Award of Major Veterans Affairs Contract
On March 30, 2026, the Court of Federal Claims entered judgment on the administrative record in Technatomy Corp. v. United States, No. 1:24-cv-00451-MRS, ending two years of litigation and allowing the Department of Veterans Affairs to move forward on its Transformation Twenty-One Total Technology Next Generation 2 (T4NG2) efforts. In its order, the Court denied seventeen unsuccessful offerors’ challenges to the VA’s award of indefinite-delivery/indefinite-quantity contracts to thirty-two awardees, including an award to Burr client VCH Partners, LLC.
Burr attorneys Mike Rich and Jessica Haire successfully defended VCH’s award against multiple challenges alleging that the VA’s decision-making was arbitrary and capricious.
With a ceiling of more than $60 billion, the T4NG2 encompasses the VA’s modernization of its information technology to better perform its mission to deliver health care to the nation’s veterans.
