Thuston explains the significance this amendment could have on the city, "Amendment 11, if approved by the voters, will provide all Alabama counties with an additional tool to attract large economic development projects." He provides insight to the tax incentives of the amendment, "The tax increment financing authorized by Amendment 11 will allow the added value created by the owner to fund the incentives. This is a win-win proposition."
