Burr & Forman Expands Charleston Office with Addition of Three Attorneys

Burr & Forman LLP is pleased to announce the addition of attorneys Randolph R. (Randy) Lowell, Joseph H. Farrell, III (Joe), and J. Joseph (Joe) Owens to its Charleston, SC office.

These well-recognized South Carolina lawyers are an excellent addition to our firm in Charleston and provide further depth in real estate, transportation and logistics, infrastructure, economic development, administrative, environmental, land use, and regulatory work,” said Ed Christian, CEO. “Their experience meets the increased demand we are seeing from existing clients and will allow us to maintain and expand service to our clients.”

Randolph R. (Randy) Lowell joins as a Partner in the firm’s Real Estate Practice Group. Randy has extensive experience in corporate governance and transactions and has served as counsel on a number of infrastructure projects and issues. He also has wide-ranging experience in administrative and environmental matters. Randy has appeared before all appellate and trial court levels in South Carolina and is licensed to practice in South Carolina and the District of Columbia. He currently serves as the outside General Counsel for the South Carolina Ports Authority and as a member of the National Infrastructure Advisory Council. Randy earned his LLM in Environmental Law from The George Washington University, his JD from the University of South Carolina School of Law, his Master of National Security Studies from American Military University, his Master of Public Administration from the University of South Carolina, and his Bachelor of Arts in Political Science from the College of Charleston.

Joseph H. (Joe) Farrell, III joins as a Partner in the firm’s Real Estate Practice Group. His practice includes business law, contracts, economic development, eDiscovery, Freedom of Information Act compliance, land use and real estate, outside corporate counsel, regulatory law, maritime, and transportation and logistics. Joe served as Assistant Legal Counsel for the South Carolina State Ports Authority and as Membership Chair on the Board of Directors for the Association of Corporate Counsel’s South Carolina Chapter. He earned his JD from the University of South Carolina School of Law, his MBA from the Citadel, and his Bachelor of Arts in Economics from Wofford College.

J. Joseph (Joe) Owens joins as an Associate in the firm’s Real Estate Practice Group. He has experience in administrative and business law, environmental, land use, and general litigation. Originally from Columbia, South Carolina, Joe graduated with honors from the University of South Carolina School of Law. During law school, he was the President of the Environmental Law Society and also received the CALI Award for South Carolina Administrative Law. Prior to law school, Joe received his B.A. in Political Science from Clemson University.

All three attorneys previously practiced at the firm of Willoughby & Hoefer, P.A. in Charleston‘s Daniel Island community.
